National Security and Civil-Military Relations in Bangladesh an APCSS Outreach Workshop

Bangladesh Enterprise Institute (BEI) and Bangladesh Institute of International and Strategic Studies (BIISS), with support from the Asia Pacific Center for Security Studies (APCSSS), organised a four-day workshop on “National Security and Civil-Military Relations in Bangladesh”,November 16-19, 2009. The workshop was held at the Westin Hotel, Gulshan 2, Dhaka. The workshop was inaugurated by Mr. H.T. Imam, Honorable Adviser to the Honorable Prime Minister of Bangladesh. Major General (retd.) Tarique Ahmad Siddique, Honorable adviser to the Honorable Prime Minister, graced the closing session as the Chief Guest. The sessions were also briefed by Lieutenant General (Ret.) E. P. Smith, Director, APCSS, Farooq Sobhan, President, BEI and Major General Muhammad Firdaus Mian, psc, Chairman, BIISS.
The workshop aims were to stimulate dialogue among a broad spectrum of security sector and civil government and non-governmental officials and to develop actionable recommended steps to improve national security and civil military cooperation to achieve national goals.
The forty workshop participants were roughly divided in half between uniformed security force representatives and parliamentarians, civilian government officials, and other civilian influences. Several distinguished Bangladeshi retired military, academic and media speakers provided useful context for the deliberative sessions in the inaugural and lunchtime plenary presentations. In 20 person breakout group groups participants discussed priorities, challenged and next steps in a respectful, animated and fruitful manner.
The conclusions were directed towards possible suggestions focused upon two key areas. The primary area was the issue of good governance as it related to national security matters. The second set of conclusions related to improvements of capacity building within the security forces, and more broadly, issues of trust and confidence within the civil-military relationship. It is the intent of the workshop to allow these recommendations on civil-military relations to contribute to Bangladesh’s overall national democratic development and the effective functioning of the security sector.
