BEI organized a day-long Second National Conference on Trend in Militancy in Bangladesh and Possible Responses on 11 June 2008 from 9:00 am to 5:30 pm at the BEI Conference Room (House: 20, Road: 5, Gulshan – 1, Dhaka). The first such Conference was held on 28 February 2008.
The Inaugural Session of the Conference was held from 09:00 am to 10:30 am. Mr. A. M. M. Shawkat Ali, PhD, Author of Books “Faces of Terrorism in Bangladesh”, Eminent Columnist and Adviser, Ministries of Health & Family Welfare, Food and Disaster Management, Government of Bangladesh was the Chief Guest of the Inaugural Session. Mr. Farooq Sobhan, President, BEI chaired the Session. The much coveted book Countering Terrorism in Bangladesh was also launched by the Chief Guest and BEI President. In his Inaugural speech, the Chief Guest commended BEI watching trends in militancy in a sustained manner and for holding periodic conferences on countering terrorism and applauded the advocacy work of the BEI Advocacy Group on Counter Terrorism. He commented that the on-going debate on terrorism since 1999 had thrown more heat than light, and suggested that more research work is necessary to gather facts and statistical data about terrorism in Bangladesh. He noted that the relationship between poverty-terrorism and madrassa education-growth of militancy in Bangladesh are needed to be further scrutinized. He strongly emphasized the need for finding an appropriate balance between terrorism and Human Rights.
The BEI Report “Trends in Militancy in Bangladesh: August 2007 – May 2008” was presented by Ms. Zohra Akhter of BEI during the inaugural session. Four keynote papers were presented at four working sessions at the conference. Moulana Abul Kalam Azad, Chairman, Masjid Council presented the paper “Role of Imams and Teachers in Preventing Terrorism”, while Dr. Imtiaz Ahmed, Professor, International Relations, University of Dhaka was the Chair and Dr. Abdur Rob Khan, Research Director, Bangladesh Institute for International and Strategic Studies (BIISS) was the discussant on the paper. Mr. Muhammad A. Rumee Ali, Managing Director, BRAC Enterprises chaired the second working session where Mr. Nazmul Hasan, Former Executive Director, Bangladesh Bank presented the paper “Strengths and Weaknesses of the Anti-Money Laundering Ordinance, 2008” while Mr. Sarwar Choudhury, Head of Legal & Compliance, Standard Chartered Bank, Bangladesh was the discussant. The third working session was chaired by Brig. Gen. ATM Amin, Director, Counter-Terrorism Bureau, DGFI. Mr. Nurul Huda, Former IGP and Secretary presented the paper “Capacity Building and Coordination at Field Level of the Government Agencies in Preventing Terrorism” and Mr. Ismail Husain, former IGP was the discussant of the paper. At the final working session Mr. Md. Taj Uddin, Deputy Chief Editor, Daily Sylheter Dak, Sylhet presented the paper “Countering Terrorism – A Regional Perspective: Case of Sylhet Division”. Lt. Gen. Aminul Karim, Militanry Secretary to the Honorable President of Bangladesh chaired the session while Mr. Tipu Sultan, Senior Reporter on Terrorism, the Daily Prothom Alo was the discussant on the paper.
