LGRD to publish Proactive Disclosure Policy by next week, The Financial Express, 25 July 2012
Local government ministry will publish the Proactive Disclosure Policy by next week as per the requirement of the country’s Right to Information (RTI) law, said a ministry official Tuesday.
“LGRD ministry has progressed in the process of proactive disclosure. The ministry has already finalised the proactive disclosure policy which will be published by next week,” said Akhter Hossain, joint secretary, local government division under LGRD ministry. He was responding to some of the negative observations made about his ministry.
He was speaking as a participant on behalf of the ministry at the ‘3rd Joint coordination meeting between Information Commission on Proactive Disclosure’ organized by USAID-PROGATI and Bangladesh Enterprise Institute (BEI).
BEI president Farooq Sobhan chaired the programme while information commissioner MA Taher, Nepal Chandra Sarker, advisor, Management and Resources Development Initiative (MRDI) and Dennis Gallagher, chief of party, USAID-PROGATI were present, among others, on the occasion.
Senior consultant of BEI Shahab Enam Khan made a presentation on the theme.
Mr Akhter Hossain claimed that his ministry has updated their websites following the guideline of the information commission and has given directives to all the departments to do so.
He was responding to one of the various observations made by Nepal Chandra while discussing major issues like the assessment of needs and gaps of publication of Annual Report, RTI Compliant Website, updating of website on regular basis, modernizing citizens’ charter and adaptation of Proactive Disclosure Policy.
Mr Nepal Sarker said that many of the LGRD line agencies have designed their websites but there is no content while many agencies still need to update their websites.
In his welcome address Farooq Sobhan said proactive disclosure of information is important as it reflects the policy of openness and transparency in Bangladesh.
He expressed his satisfaction on the progress made in promulgation of the proactive disclosure within the ministry and its line agencies after the two joint collaboration meeting between the ministry and information commission.
He expressed the hope that the ministry will continue its meeting with the commission after the programme of the USAID is over which will help them to effectively implement the Proactive Disclosure System by 2012.
