Thrust on adopting Audit Act
Bangladesh Enterprise Institute (BEI) organized a workshop on “Promoting Transparency and Accountability: Advocacy for an Audit Act” Wednesday.
Mr. A H M Mustafa Kamal, MP, Chairman, parliamentary committee for the Ministry of Finance was the chief guest while Mr. Ahmed Ataul Hakeem, Comptroller and Auditor General (CAG) was the special guest Mr. Farooq Sobhan, President, BEI moderated the sessions and Mr. Asif Ali, former CAG was the Key-note presenter.
The main emphasis in the workshop was to adopt an Audit Act to sufficiently strengthen CAG overcoming the inadequacies in the existing laws. This is more important due to the emerging challenges of governance issues that CAG is facing and lack of authority on his pact to ensure effective dispensation. The main user of CAG’s audit reports, the Jatiyo Sangsad, requires substantive findings and recommendations in those reports in conformity with the present day needs which demands a strong and empowered CAG to fulfill the expectation of JS particularly the Public Accounts Committee (PAC).
The other users of audit reports like the media, civil society and the people at large also have high stakes at audit reports. Strengthening CAG, as a very important constitutional oversight body is, therefore, imperative to effectively contribute to the enhancement of transparency and accountability to ensure good governance said the key-note presenter.
Mr. A H M Kamal, Chairman of the parliamentary standing committee on Ministry of Finance fully endorsing the views expressed in the workshop called for a concerted and co-ordinated approach in this regard and assured of his full co-operation. CAG Mr. Ahmed Ataul Hakeem said that a proposed draft Audit Act has already been submitted to the Ministry of Finance from his office and the government has constituted a committee to examine it.
A prompt action towards an early enactment of the Act by the JS is what is very badly required at this moment. Mr. Farooq Sobhan said that BEI supported by PROGATI will be actively strive to facilitate an early adoption of Audit Act.
MPs, Editors of national dailies and representatives of the media and civil society organizations, Secretaries, academics and high officials attended the workshop.
BEI in association with USAID funded PROGATI project on Strengthening Public Institutions Oversight Capacity, Phase-3 arranged the workshop.
