Briefing on Executive Core Group (ECG) Program

Bangladesh Enterprise Institute (BEI) is implementing the Executive Core Group Program in partnership with the Korean Development Institute (KDI) and the Institute of Governance Studies (IGS), BRAC University. The Program is supported by Bangladesh Investment Climate Fund.

The Core Group is an innovative approach introduced by BICF to create champions of change for Private Sector Development. The Executive Core Group program is an experiential learning program designed for the senior level civil servants of the Government of Bangladesh. The participants are expected to take part in numerous seminars/workshops, field visits, consultation meetings, domestic study tour, international study tour and identify potential reform needs based on their experience acquired through aforementioned activities.

The program aims to effectively transform 20 Government Officers into champions within the government bureaucracy to facilitate in achieving the government goal of private sector development. We believe that for the success of the program as well as for effective cross fertilization between the private sector and the public sector, it is of paramount importance that the participants are able to interact with high profile private sector representatives during the program. The ECG participants have been divided into 4 different working groups and are working on the following areas:

1.ABR Group-1 : Simplification of Work Permit
2. ABR Group-2 : Back-end Integration of Licensing System
3. ABR Group-3 : Simplification of  Pre-Paid Utility Metering System for Investors
4.RIA Group-1 : Conducting RIA on the Foreign Exchange Regulations.

1.ABR Group-1  : Simplification of Work Permit

  • Find out the current scenario on the issuing of work permit.
  • Work permit process simplification.
  • Shortening of the required time for issuing work permit.

2.ABR Group-2  : Back-end Integration of Licensing System

  • How the existing licensing systems are hindering the business, investment and growth of private sector in Bangladesh.
  • Recommend procedure for Back-end Integration of Licensing System
  • Find out the impact of Back-end Integration of Licensing System in private sector development.

3.ABR Group-3: Simplification of  Pre-Paid Utility Metering System for Investors

  • Find out the current status of the governments initiative of Pre-Paid Utility Metering System.
  • Find out the bottlenecks of implementation of Pre-Paid Utility Metering System.
  • The benefit that could be achieved by the investors through Pre-Paid UtilityMetering System.

4.RIA Group-1 : Conducting RIA on the Foreign Exchange Regulations

  • Examine existing Foreign Exchange Regulation Act (FERA)
  • Suggest areas in FERA that needs to be revisited and also recommend changes that may play a pivotal role in the development of private sector in Bangladesh.
