Mr. Mohammad Humayun Kabir
Mohammad Humayun Kabir is Director General of Bangladesh Enterprise Institute (BEI) and head of its research faculty. He is editor of BEI Journal. Mr. Kabir is former Research Director of Bangladesh Institute of International and Strategic Studies (BIISS) and head of its Strategic Studies Division (1983-2009). A gold medallist for securing first position with record marks in Rajshahi Education Board in both Secondary and Higher Secondary (SSC & HSC) Examinations held in 1972 and 1974 respectively (having appeared from Rajshahi Cadet College), he studied International Law in Kiev State University (1975-1981), Ukraine, and International Relations in Oxford University, U.K (1988). He is a recipient of several educational/research/training awards such as the Commonwealth Scholarship (in Oxford, UK), the Ford Foundation Fellowship (in India, Sri Lanka and Singapore) and the Senior Fulbright Scholarship (in Boston, USA). He has conducted research in India, Sri Lanka, Singapore, the U.K. and the U.S.A. Mr. Kabir has attended many seminars and workshops in Bangladesh and abroad and presented a good number of research papers. His areas of research interests are foreign policy, national/regional/international security, UN peacekeeping, international political and security trends, security sector development, civil-military relations, non-traditional security, human security, violent extremism/terrorism, governance issues, water issues, inter-state relations in South Asia, regional and global order, etc. With about thirty six years of experience in research and academic administration, he has to his credit about sixty research works, including books/book chapters, monographs and journal articles published in several countries of South Asia, Europe and North America, as well as many unpublished research works.
Some of Mr. Kabir’s recent research works include, as Lead Researcher, – The State of Terrorism in Bangladesh reports, 2009-10, 2010-11 and 2011-12; Towards Developing a Counter-Terrorism Policy for Bangladesh, 2013, and Building a Counter-Narrative to Islamist Extremism in Bangladesh, 2013. Mr. Kabir is currently leading a BEI team conducting a 3-year research project on “Towards Developing a Better Counter-Terrorism Regime in Bangladesh: Prevention through Counter-Radicalization”. He presented a number of research papers in five rounds of the Indo-Bangladesh Security Dialogue on counter-terrorism, maritime security and border management, 2009-2014. He presented a paper on “Violent Extremism in South Asia” at a regional conference in Dhaka organized by BEI and the Center for Civil Military Relations (CCMR), USA in January 2012, and participated in a workshop on Countering Violent Extremism, organized by the European Commission in Brussels in November 2012. Mr. Kabir attended two workshops organized by the Honolulu-based Asia-Pacific Center for Security Studies (APCSS) on Security Sector Reform/Development in Vietnam and Hawaii respectively in March and July-August 2013.
Mr. Kabir has delivered lectures at Bangladesh’s National Defence College (NDC), Defence Services Command and Staff College (DSCSC) and Bangladesh Military Academy (BMA) and in some foreign countries. He has been an academic adviser to the NDC members from Bangladesh and abroad since 2007. He is also an occasional guest speaker at the University of Dhaka and the Bangla Academy, Dhaka. Mr. Kabir is a PhD thesis examiner of an Indian University and an external examiner of International Relations courses of Jahangirnagar University, Savar, Bangladesh. He is a former examiner of Bangladesh Civil Service (BCS) examination papers and a reviewer of research papers published in the Bangladesh Public Administration Training Centre (BPATC) journal and a journal of Chittagong University, Bangladesh. He also reviews research articles for foreign journals. He is a former editor of quarterly BIISS journal (Dhaka), quarterly Bangladesh Foreign Policy Survey (BFPS), BIISS, Dhaka (now defunct), and regional editor of Contemporary South Asia, Oxford, UK.
Mr. Kabir is an alumnus of the Near East and South Asia (NESA) Center for Strategic Studies of the National Defense University in Washington D.C., USA, as well as the Asia-Pacific Center for Security Studies (APCSS), Hawaii. Mr. Kabir has lived in Ukraine, India, the United Kingdom, Srilanka, Singapore and the United States, and has traveled widely in East, Southeast, South and Central Asia, the Middle East, Europe and North America.
